we need to add multiple IPs to a single A record to do this
and this is not allow in H-Sphere.

You are a reseller or shared customer? Resellers can do branded nameservers without issue.

This FAQ is not for our hosting however, and this is not the proper directions to do that.

You need to simply make child nameservers pointing to the IPs as shown in your reseller panel for your nameserver IPs in server aliases.
