My users email is not seing due to the following:
93.252.22.156 is in a black list
at
550-bl.spamcop.net 550 Blocked - see
SpamCop.net - Blocking List ( bl.spamcop.net ) (in reply to RCPT TO
command)
Any ideas why this would be?

That IP does not belong to us and is not an issue from our side
Can you elaborate on the issue? Someone is trying to email you and our mail server is bouncing it with that message?
