Looking at the CP, it seems that to switch from a GeoTrust to GoDaddy SSL cert I have to disable SSL, generate a new CSR, buy the new cert, and then install it. So, I end up with a period of SSL downtime. Is that right?

that is correct. Not any way around it even manually would result in downtime.

You will still have SSL working from the point in time that you generate the new CSR (calling a page up under https:// though will give one of those strange errors regarding “not trusted” untill which time you get the new CSR signed and the new cert installed.)
I have done several from GoDaddy after the H-Sphere upgrade and have needed help from support each time. The process of doing it through the control panel is pretty easy..but for some reason it will still show that it isn’t from a trusted authority..until Support Does something with it. (Was never a problem though before the H-Sphere upgrade)
Joe, Thanks for the input. I ended up renewing the GeoTrust certificate to avoid any downtime and hassles. The price is a bit higher than the GoDaddy cert. But the big reason was to avoid downtime and hassles. Based on what you have said, I think I made the right choice.

I was having similar issues with ssl cert renewalsn and found uploading the key and certificate solved the problem, this was something that support had told me to do after the last hsphere upgrade
