There is some text on the signup screens that read:

Skinnable Control Panel
You can choose out of three navigation skins: Left Menu, No Menu, and Text Based. No Menu skin uses icons to get to any place in your control panel.

Is there a way to remove this or change what it says?

Admin Account → Look and feel → Signup Texts.
