Trial Account counted against total allowed accounts

I have value reseller account allows(allows 20 accounts)
Thinking about using the “trial account” feature and would appreciate if anyone can tell me if the amount of trial accounts allowed is limited by the number of total accounts.
I would assume it is,
eg I have 20 allowable accounts and say i have 5 un-used accounts…if say 6 or more trial accounts are created the first day do the excess account greater than my account limit become pending(available for moderation) or would they just fail to be created???

All accounts are counted. This includes admin, service and any other user account. When you cross free account limit and create a new account, you will automatically be charged for it $ 0.50 per account per month.
