IIS was being reset and the services were down for about 4 minutes, being that win6 is windows 2000 it takes longer to restart IIS than the Windows 2003 servers.
off topic a bit, but does the amount of users being hosted on iis affect the restart time? in other words, the more sites, the longer to restart?

Actually it is more the number of sites in isolation mode on windows 2000, the more isolation mode sites, the longer IIS takes to start.
Each high isolation site in IIS is another IIS process, windows 2003 is the same but with app pools, and is much faster restarting because of a major shift in the process model.
