we are rebooting win15 for emergency.
We did reboot.
Its coming up now.
Its up now and working fine.
We had to do an emergency reboot because of a log file that was very large and not allowing us to unlock. We likley could have resolved without a reboot but it would have been longer amounts of IIS outage than just restarting the server and being done with it the first time.
