Win23 IIS slow - resolved

There is some slowdown on win23 IIS that is causing some timeouts. I am logging in to check it now.

IIS is working better now, but there is some issue with a domain and the metabase, one domain is using over 800MB of ram and also causing IIS to be locked. I am restarting IIS now.
