I am checking both servers now as IIS is responding quite slowly.
Win13 will be abck in just a moment as I did an IISreset on it, win8 is still very slow and I am working on it from the console level.
Win8 is now back to fully functioning state, it had 4 application pools that were hung and not restarting properly, or killing properly to allow iis to restart. I had to manually kill the processes and restart IIS.
