There is an issue on win9 IIS, I am working on it now.

I have IIS back, but it is still being slow, and I am working to resolve this.

IIS has been back to a good speed for some time now, 3 PHP processes had hung before, and caused some high RAM usage causing IIS to slow.

I killed the PHP processes, and it has been good since then.
