Correct, they are not available as a part of reseller packages.
WinVPS is not part of hsphere now, and the provisioning is all manual, and it would be near impossible to maintain any level of anonymous service at this point. Igor says they are working to make Virtuozzo provisioning, but there is still some issue with support services to iron out after that is available.
