Critical: new LCID server locale

I need a really critical feature. I'm using a Cyrillic-alphabet language [Bulgarian, LCID=1026] and after setting a Bulgarian language modded SooP at my account [bg.groupsphere.jodoshared.com/portal/] I'm getting a mangled language display, because of the lack of a proper locale set on the server.

"Please also be aware that your locale language files needs to be installed on the server, many servers will have multiple language files installed, but if you do select one that is not installed you may get the following error 'the specified LCID is not available' if you do you may need to contact your hosting company to persuade them to install your language files on there servers."

Before joining the test account, I was told [#24716] 'all non-English locales are supported'. Hope this is the case, as this is a decisive feature to pursue a long-term relationship with your company.

I already put a ticket [24924] but I really want to know asap if there is policy at JH for this, as I've lost a lot of time with other ISP's, only to finally get an answer they do not support/know how to deal with this.

UTF-8 at the page level is NOT a solution here. There are a myriad of display/encode/DB side-effects of this, if the server doesn't support the adequate locale.
