Does deleting a user delete their files?

Does deleting a user delete their files? I deleted a user but I didn't see my storage increase. If I have to delete the files, can you point me in the right direction as to how to do this. I can't log into the FTP server he was on with my admin account. Thanks in advance..

The files go with it, but the usage is on a 24 hour average, so you need to wait a while to see the decrease.
