FTP subaccounts

I'm trying to use the FTP subaccounts, and I'm getting the following error when I try to download or upload files:

"An error occurred copying a file to the FTP server. Make sure you have permission to put files on the server."
Details:
200 Type set to I
200 PORT command successful
550 file.doc: permission denied

I followed the directions as outlined in the user guide. I also checked to make sure ftp active port was enabled.

Any ideas on what is going wrong?
