It was impacting monitoring mostly, I'm pretty sure when you tried opening the site it would open most of the time? That's what we were experiencing as we have offsite monitoring with over 50 locations around the world, it took a number of hours to actually finally get a traceroute that failed for enough time for it to be useful for us to trace data and see that there was a bouncing/yoyo effect on some routers just outside our network.
We'd get alert with notice saying 3 locations failed, using the debug tools from the same check site locations within seconds of the alert, it would work most of the time, but a few times failed and that really got us the data we needed to finally nail it.
