NS Records for .us TLD

In the course of trying to figure out what happened with a disastrous client migration to the JH servers (definitely NOT JH's fault) I just ran a DNS timing for the client's MX record. It came up with an extremely slow result and the following recommendation:

Note: If your results seem poor, it is most likely due to the 'no glue' issue. Do not blame your DNS hosting company. If you change your NS records to be ones on the .us TLD, it will fix this problem. This problem only affects the speed of initial DNS lookups on your domain.
What exactly does this mean? Are they suggesting that I create a .us domain to host these clients? It makes me curious because only this client has email problems using Outlook. I wonder if his problems could be timeouts due to the amount of time it takes to resolve his DNS records.

Anyone have an idea?

Interesting, it does seem to be saying to make DNS servers with the .us domain, just to serve .us domains.
