Yes, it is workable.It's available version with H-sphere is 1.8. People are using it successfully.

You can setup plesk reseller account with vps plans.

1. Yes as Abhishek said it is there and works, but it is also old and not the best, and if a problem it is unsupported.
2. Also correct, but if there is enough interest we could possibly do a reseller account on our servers, but it really changes a lot for us as it isn't multi server reseller and we haven't even done resellers on single servers so its a whole different planning/scheduling game for us, and we wrent seeing the demand for it before.
With plesk now having the WordPress toolbox and the latest web presence builder, it is looking better and better. Windows 2012 support with SNI for SSL is also great. Allowing full conservation of the very limited IPv4 space available.
