It seems to be routing based, I am seeing it on Verizon DSL in TX but it is working elsewhere.

it does seem to be routing based problems before our network, as I am seeing some issues but elsewhere is not as seen by alertra spotcheck from all over the world:

If you are receiving this notification then you are a customer homed to
a
PNAP that may be experiencing difficult over our XO provider. We have
noted a wide-spread issue with XO that includes large scale route
withdrawal which has contributed to some latency, packet loss and
sub-optimal routing, as well as routing reconvergence as outbound
traffic
was shifted to other providers outbound from the PNAP.

We apologize for the general nature of this notification, we are still
investigating the specifics of the issue and those locations that were
affected. We will provide additional details as we have them.

If your ISP is using XO like my DSL company is, you may still be seeing problems, my sprint phone connection works perfect but DSL that relies a lot on XO bandwidth is going up and down like a yoyo, but this is NOT our network at fault, it is outside our network.

At the moment I am having trouble even browsing many websites all over the internet.

InterNAP moved XO back into the outbound traffic after seeing that it looked resolved, but it is still having major issues to certain ISPs(mine among them). We are reporting it to internap and hoping they pull XO offline again until it is really resolved fully.
We are seeing about a 5% reduction in outbound traffic over normal at this time of day, so there is a minor segment of ISPs experiencing this routing issue, but most traffic is working properly.

We have InterNAP on the phone and they have it resolved fully, and keeping me on while doing some further optimizations as well.
