SQLyog + mysql3.g********.com?

Just dropped a domain/website from the Windows hosting side and recreated it on my Unix/PHP plan since the site is Joomla based, but the MySQL server listed in my new control panel doesn't seem to like me much. Can't even connect to it by IP address using SQLyog (which I could only 30 minutes ago while the database was on mysql2).

Any issues at present?
 
We have made a Special IP address with port to access the Mysql3 server databases externally.

Please raise a support ticket and mention your database name, we'll provide you that special ip address in ticket to access the database externally.
 
It's been so long since I've opened a ticket I'm not sure which system to use or my login.

I definitely need to open one, because the site can't connect to the MySQL server after the move. I updated my configuration.php to point to the new server (mysql3 instead of mysql2), but I'm still getting

"Database Error: Unable to connect to the database:Could not connect to MySQL"

when I try to open the website.
