Suggestion for communication

I know this forum is for communication outages and such, but is it also possible to communicate outages through e-mail?
That way we know what's going on without having to go to the forums.

We typically send major communications via email, like the win2 processes.

We can not send emails for everything to every users, as it can cause a mass confusion for those not involved.
