When will 40 GB transfer (Silver Windows) be available to us?

We are currently on the Silver Windows plan but are on the old servers (according to ticket JH #KOP-17806-774). This means we're only getting 20 GB and not the 40 GB as your website states (http://www.jodohost.com/windows.asp).

We go over 20 GB per month and have to pay for this overage. We can wait for the migration (as per the ticket) but should we have to pay for this overage?
 
We have announcement coming on that soon but by end August all will be set on such plans, the rest needs to be taken up with billing.
