win26 slow.

it doesn't look like pools are recycling or stopping properly, it looks like we may have to do an emergency reboot.
 
Win26 has been rebooted and is back up and running better now, we are still trying to find what has made 3 iis worker processes hang and not obey recycle or stop commands and made the server slow. The reboot took a bit longer than expected as even the shutdown/restart process was hanging on stopping the worker processes.
